that is a sensitive and important topic within the church. I think you have look at different cultures and see what is acceptable within that culture first. For instance, in Russia, people's interaction with other people's children is minimal. I don't see barely any sign of endearment from other strangers..in turkey, it's normal to hug and kiss and pick up other children. Within the Korean community, children are a main topic of conversation and it is considered proper to show interest in the well-being of children, any children. So it's very important to pay attention to who the children are within the church and acknowledge them as the culture connects that as a sign of caring. But as far as holding or coddling them, I don't consider that expected of you, the pastor and therefore should not be done. That's an extra sign of affection and ppl may start to wonder why you are giving special attention to some children but not others.
